Philanthropy in Democracy: Policy and Regulation

Civil society is one of the cornerstones of a democratic society, and philanthropy that supports it is essential to its independence and diversity. In a democratic context, philanthropy serves as a channel of influence, whether exercised by individual donors, business corporations, or philanthropic foundations. Consequently, important questions arise regarding the necessity, legitimacy, and boundaries of philanthropic influence.
Through this research program, we examine the modes of operation of philanthropy in general, and institutional philanthropy (foundations) in particular, and ask whether and how these modes align with philanthropy’s role in a democratic society. We also explore the regulatory frameworks governing philanthropic activity, asking whether they enable and support philanthropy in fulfilling its mission, or whether they constrain it in ways that may undermine the democratic foundations of society.
Research projects within the program include policy studies on issues such as the considerations, incentives, and barriers involved in establishing philanthropic foundations in Israel, and the impact of public policy and regulation on philanthropic activity within local authorities. The program also monitors legislation and government decisions that may restrict the operating space of civil society organizations and philanthropy or affect their ability to function effectively.
Additional research examines legislative restrictions on donations from foreign state entities, as well as the role of philanthropy in encouraging and supporting protest and advocacy activities within civil society.
